Barlow was an American who went to France in 1788, came to England in 1790 and contributed a pamphlet, Advice to the Privileged Orders (1792-3) and poems to the 'Revolution Controversy'. Facing the possibility of prosecution, he returned to France at the end of 1792, having had French citizenship conferred on him earlier that year. He remained in Europe until 1805. The diary suggests that Barlow returned to London during the 'Peace of Amiens', staying after it had collapsed. It also suggests that he may have travelled back to America via London.
