Charles François Dumouriez was a French general in the French Revolutionary Wars. He fled to the Austrian camp, and was allowed to move to England in 1800 and able to settle permanently in 1804. He wrote to Pitt and Dundas on the defensive capability of Britain against Napoleon and hoped they would enlist his services, although they were reluctant to do so. In 1803/4 he wrote a book length manuscript outlining his assessment of the weaknesses of Britain's defences and the steps needed to rectify them.
