St Clair, 309, identifies Hepburn as an Scottish landowner whom Godwin hoped might offer security for a loan (see also the very extensive correspondence with John Fairley in Scotland where Godwin discusses the details of the proposals). Godwin had first met him at Horne Tooke's, and Hepburn clearly had an interest in radical politics. Despite the failure to secure Godwin's loans, they remained in touch. Hepburn was in Scotland when Godwin visited in 1816 and they met several times, and Hepburn seems to have been in London for a visit in 1818 and 1822, in each case the calls being clustered in a brief period of weeks.
