The Manning that appears in 1794 and 1795 is associated with radical circles including John Thelwall, James Agar, John Foulkes, and Thomas Holcroft, amongst others. The identification is uncertain as he is too young to be James and Thomas is at Cambridge until 1795. However, a possible candidate is William Manning (1733/4-1810), a Dissenting minister. The tentative connection to Godwin is that Manning published Three sermons, preached at the Norfolk assizes in the spring and summer 1788, and in the spring 1789, on the necessity of government, and the Usefulness of Magistrates, and on Civil and Religious Liberty in 1790 with G.G.J. and G. Robinson who also published Godwin's work. Godwin may also have known him from Norfolk. The DNB lists a William Manning (1630/3-1711) who was an ejected minister and held Socinian views later in his life. He was the son of William Manning and also the father of a William Manning which suggests the possibility of a family tradition of Williams.
