Maxwell was a friend and supporter of Horne Tooke at the Westminster election of 1796. He joined the Whig club in 1797. He seems to have been a member of Gerrald's Committee in 1795, along with Mackintosh, Godwin, Fergusson, Perry, and Holcroft. In 1796 he is encountered at Lauderdale's and Debrett's, and in 1797 at Tooke's and Burdett's - the two venues for the meetings in 1806. The 1827 meeting is a 'Call on'.
