W Vaughan is identified in the 1790s and also in the 1820s. Vaughan, William (1752–1850), promoter of the London docks, was born in London on 22 September 1752, and was the second son of Samuel Vaughan (1720–1802) He was educated at Warrington under Dr Joseph Priestley. From 1793 to 1797 he published a series of pamphlets and tracts advocating the construction of docks for the port of London.

Vaughan entries without an initial are coded VAU99. Also, given the pattern of contacts after 1814 it is doubtful that the W Vaughan to whom Godwin refers was this person; it is more likely to be the stationer and publisher W H Vaughan (and entries are consequently coded as such VAU03).
