Whitbread was a Whig MP elected in 1790 to Bedford. He was an abolitionist and campaigned for religious toleration. He split from the Whigs in 1812 and his career went downhill as a result of his unrestrained radicalism and, later, mental health issues. He committed suicide in 1815.
Contact with Whitbread seems to have been entirely by correspondence, and seems likely to have been a case of Godwin soliciting financial assistance in establishing the Juvenile Library and putting the business on a firmer footing: - letter from Whitbread, dated 24 July 1807, saying that it is not in his power to render Godwin the assistance that he requests.
