Richard Cumberland was a playright and novelist. He was also secretary to the Board of Trade for a period from 1775 - 80. He spent some time in Spain while holding this office. On his return he wrote a large number of essays which appeared in his periodical The Observer (1786-90).
Godwin met Cumberland in April 1810 at Tipper's. The identificaiton is strongly supported by Henry Crabb Robinson whose Diary states that Tipper solicited him to write for Cumberland's London Review and also that he dined once with Cumberland at Tipper's.
Godwin recorded his death.
