There seem to be two Dalls's - although there might be connections. The first, with whom Godwin has dealings in 1804 is Sir George Dallas, whom Godwin contacts following his niece Harriet's running off with Thomas West, Dallas's brother in law. See entry for Thomas West.
The second Dallas seems to have acted as Godwin's agent in setting up loans for the establishment of the Juvenile Library and the bookshop. He is referred to in correspondence to John Fairlie in 1811, when Godwin is trying to secure a loan from Hepburn. In April 1811, writing to Fairlie, Godwin notes that Fairlie supposes that Dallas has an interest in a £10,000 legacy to be laid out in heritable security. Concluding the letter he writes: 'as the Hart panteth after the water-brooks, so panteth my soul for Mr Dallas's banknotes.'
